East Village Remediation Works: Externals Project ‘Tranche 4’ – Meet the Contractor

  • AAD welcomed attendees and explained that the session was a “Meet the Contractor” event for residents of the next group of buildings due to undergo balcony remediation works.
  • The purpose of the meeting was to introduce Errigal, the appointed contractor, and provide an overview of the planned works, programme dates and resident support available throughout the project.

Welcome

  • SL acknowledged the length of time residents had been waiting for approvals and thanked them for their patience.
  • He confirmed that the first six buildings in the remediation programme are progressing well:
    • Three buildings have been completed.
    • One building is nearing completion.
    • Two further buildings remain in progress.
  • Building Safety Regulator approval has now been received for the next tranche of works.
  • Full funding approval has also been secured through the Building Safety Fund.
  • Contracts have been agreed with Errigal for delivery of the works.
  • Residents were reminded that questions could be submitted in the Q&A during the meeting or sent to the project email address.

Aidan Hardiment, Errigal

Errigal introduction

  • Errigal was established in 1996 and recently celebrated its 30th anniversary.
  • The company operates across Ireland, the UK and internationally.
  • Errigal specialises in:
    • Partition systems
    • Ceilings
    • Facades
    • Recladding solutions and remediation services
  • Previous relevant projects include:
    • BST2 Lite
      • This was a project at East Village that included soffit remediation and decking replacement across 12 buildings at the village.
    • Battersea Power Station
      • This project included the refit of the existing industrial building into residential units, as well as partition and ceiling work.
    • 22 Bishopsgate
      • This project included an office space fit out, Gyproc partitions, linings, GRG bulkheads, cavity barriers, firestopping, secondary steel, plenum install and joinery.
    • N26 East Village
      • This was a 2.5 year project that included the full façade remediation of 5 blocks, close to Mirabelle Gardens.

 Meet the team

  • Residents were encouraged to approach site staff if they had questions.

How you’ll hear from Errigal

  • Residents will receive communications through:
    • Letter drops
    • Email
    • Telephone calls
    • Text messages
  • Residents will receive advance notice when works are approaching their balcony.
  • Regular resident update meetings will continue throughout the programme.

  • Works are programmed sequentially across the four buildings.
  • Errigal confirmed that progress on previous East Village remediation projects has been ahead of programme and that completed buildings have been delivered successfully.

Anticipated works

Rye Mansions

  • Works include:
    • Soffit remediation, replacing combustible materials beneath balconies with fire-safe alternatives.
    • Decking replacement using compliant fire-resistant materials.
  • Works apply to balconies and not enclosed winter gardens.
  • Works are accessed externally, however internal access may be required in certain circumstances. Residents will be notified ahead of time

Titan House

  • Works include:
    • Soffit remediation.
    • Decking replacement.
  • Access will be provided using scaffold towers positioned externally.

Aurelia House

  • Works include:
    • Soffit remediation.
    • Decking replacement.
  • Balconies are arranged in multiple vertical stacks requiring external access scaffolding.

Verna House

  • Works include:
    • Soffit remediation.
    • Decking replacement.
  • Access arrangements will follow the same approach as the other buildings within the tranche.

Materials

Soffits

  • Existing aluminium composite panels will be replaced with fully aluminium fire-safe panels.
  • Replacement panels will match existing colours, being replaced ‘
  • like for like’ wherever possible.

Decking

  • A1-rated mineral composite decking boards will be installed.
  • The decking system has a timber-effect finish and has been used successfully on previous East Village projects including N26 and BST2 Lite.
  • Residents can arrange appointments to view material samples at Errigal’s site office at Mirabelle Gardens.

Access strategy

  • Scaffold towers and haki staircases will be used to access balconies.
  • In some areas, single access towers may serve adjacent balcony stacks.
  • Locked gates will be installed at scaffold bases.
  • Works are planned to be accessed externally but some internal access may be required.
  • Telehandlers and lifting equipment will be used to transport materials from the site compound.

Resident access

  • Resident access will be maintained at all times.
  • Spotters and traffic marshals will manage pedestrian movements around active work areas.
  • Crash decks will be installed above entrances and doorways where required to ensure safe access and egress.

Car parking

  • Some parking bays will need to be suspended to facilitate scaffold back-propping in the car park beneath the courtyard.
  • Residents directly affected have been contacted separately.
  • Residents who require special assistance or accessible parking arrangements are encouraged to contact the project team as early as possible.
  • Every effort will be made to accommodate individual needs.

Townhouse courtyards

  • No balcony remediation work is required on townhouse courtyard elevations.
  • However, scaffolding may be installed within townhouse garden areas to provide access to upper-level works.
  • Residents may need to temporarily move items to facilitate scaffold installation.
  • Courtyard entrances should only be used in emergencies whilst works are taking place overhead.
  • Spotters and traffic marshals will assist residents when access is required.
  • Clear signage will be installed throughout affected areas.

Design and quality assurance

  • Errigal operates a comprehensive quality assurance programme.
  • Multiple independent parties will inspect works throughout the project, including:
    • Quality Assurance teams
    • Clerk of Works representatives
    • Compliance inspectors
    • Building Safety Regulator representatives
  • All inspections are recorded using the Fieldwire quality management system.
  • Work is completed in accordance with Inspection and Test Plans (ITPs).
  • No stage of work progresses without the required inspection and sign-off process.

AH also discussed the high standards of health and safety that will be maintained on site.

FAQs

Stephen Lamb, EVML answered some Frequently Asked Questions from previous projects.

Q: Will the scaffolding block sunlight to my apartment?

A: Balcony works will not significantly reduce natural light entering apartments. Where scaffold staircases are positioned in front of windows there may be a small reduction in light, but this is expected to be minimal.

Q: Do I need to clear my balcony before work starts?

A: Yes. Residents will be contacted approximately three weeks before works commence on their balcony and asked to remove all items.

  • Weekly reminders will be provided.
  • Residents requiring help with large items should contact the project team.
  • Storage space on site is limited.

Q: What about plants and garden items?

A: Errigal has partnered with the Lighthouse Community Gardens opposite Mirabelle Gardens, where residents can temporarily store plants during works. Assistance can be provided where required.

Q: Can I use my balcony during the works?

A: Balconies cannot be used during working hours (Monday to Friday, 8am to 6pm).

  • Doors can remain partially open for ventilation.
  • Balconies will typically be made safe for use during evenings, weekends and bank holidays.
  • Residents will be informed if circumstances prevent balcony access outside working hours.

Q: How long will works take on my balcony?

A: Works to an individual balcony are expected to take approximately five to eight working days, depending on conditions uncovered during the remediation process.

Q: When will I receive my EWS1 form?

A: EWS1 forms will be issued once all remediation works on the whole building have been completed, the scaffold removed and final sign-off has been received from the fire consultants.

Q: Will I have to pay for these works?

A: No. Full funding has been secured for this phase of remediation works and residents will not be charged.

Resident drop-in event

  • Residents are invited to attend a drop-in event on 5 October from 3pm to 7pm at Victory Park
  • Representatives from EVML and Errigal will be available to answer questions.
  • Samples of soffit and decking materials will be available to view.
