Emily Holden, EVML

  • EH opened the meeting and explained that attendees will be aware of upcoming work to the external of buildings and should have received a letter from EVML, via their landlord detailing this.
  • There is an up to date externals Q&A on the evml.co.uk website for residents.
  • Today’s meeting will introduce Errigal, the appointed contractor for the external works, who will talk through the planned works for each building and what you can expect around site.
  • Residents across East Village are invited to an EVML drop-in day on Saturday 16th May at Victory Park from 12pm to 3pm. There will be representatives from the EVML Remediation team, EVML Estates team, Triathlon Homes and Get Living on hand to answer any questions you may have.

  • JdB introduced himself as the lead of the remediation programme and introduced the team:

  • JdB acknowledged that is has taken a long time to get to this point and understands residents are eager to get work done. The team are pleased to have started work on the external project on 31st March 2026 and is planning to have all external work completed this year.
  • Attendees were welcomed to enter questions via the Q&A function, or to raise their hand to ask their question once Errigal has completed its presentation.
  • Those invited today are from the buildings that make up the first grouping, or tranche, of works. No work can commence without approval from the Building Safety Regulator. So far, for tranche 1, we have received approval for works at Titian Heights, Sable House, Karner House and Fortuna House. We expect to receive approval for the remaining two buildings in this group, Meander House and Zeller House soon.

Aidan Hardiment, Errigal

  • AH introduced himself as the Resident Liaison Lead for Errigal.

Errigal introduction

  • Errigal was established in 1996 and is a market leader in the construction sector in Ireland, the UK and internationally.
  • The business specialises in partition systems, ceilings, facades and recladding solutions.
  • Errigal has previously worked on:
    • BST2 Lite
      • This was a project at East Village that included soffit remediation and decking replacement across 12 buildings at the village.
    • Battersea Power Station
      • This project included the refit of the existing industrial building into residential units, as well as partition and ceiling work.
    • 22 Bishopsgate
      • This project included an office space fit out, Gyproc partitions, linings, GRG bulkheads, cavity barriers, firestopping, secondary steel, plenum install and joinery.
    • N26 East Village
      • This was a 2.5 year project that included the full façade remediation of 5 blocks, close to Mirabelle Gardens.

How you’ll hear from Errigal

  • Errigal will be in touch in the first instance via letter. At these letter drops, if you would prefer to be contacted via email or phone, the team can do this if you share your contact details with us.
  • Once works to your building are scheduled to progress, you will receive a letter from us with 4 weeks, 2 weeks and 1 week notice.
  • EVML will host regular virtual meetings to update you on the progress of work to your building.

Anticipated Works

Titian Heights

  • Titian Heights requires:
    • Soffit remediation – replacement of combustible materials within the underside panel of balconies with fire-safe alternatives
    • Decking replacement – upgrading current decking with fire-resistant materials in line with safety standards
  • Balconies on top of each other are known as stacks. In this configuration of balconies, access is made via a scaffold staircase known as a haki staircase.
  • No access is needed to apartments and all work to balconies can be carried out externally.

Sable House

  • Sable House requires:
    • Soffit remediation – replacement of combustible materials within the underside panel of balconies with fire-safe alternatives
    • Decking replacement – upgrading current decking with fire-resistant materials in line with safety standards
  • Due to ‘stacked’ balcony configuration, access is made via a scaffold staircase known as a haki staircase.
  • No access is needed to apartments and all work to balconies can be carried out externally.

Karner House

  • Karner House requires:
    • Soffit remediation – replacement of combustible materials within the underside panel of balconies with fire-safe alternatives
    • Decking replacement – upgrading current decking with fire-resistant materials in line with safety standards
  • Due to the configuration of balconies, Karner House will require a full scaffold to access the balconies.

Fortuna House

  • Fortuna House requires:
    • Soffit remediation – replacement of combustible materials within the underside panel of balconies with fire-safe alternatives
    • Decking replacement – upgrading current decking with fire-resistant materials in line with safety standards
  • Due to the configuration of balconies, Fortuna House will require a full scaffold to access the balconies.

Zeller House

  • Zeller House requires:
    • Soffit remediation – replacement of combustible materials within the underside panel of balconies with fire-safe alternatives
    • Decking replacement – upgrading current decking with fire-resistant materials in line with safety standards
  • Due to the configuration of balconies, two types of access are required. On the roadside of the building, a full scaffold is needed to access the balconies, whereas on the courtyard side a haki staircase can be used.

Meander House

  • Meander House requires:
    • Soffit remediation – replacement of combustible materials within the underside panel of balconies with fire-safe alternatives
    • Decking replacement – upgrading current decking with fire-resistant materials in line with safety standards
  • Due to the configuration of balconies, two types of access are required. On the roadside of the building, a full scaffold is needed to access the balconies, whereas on the courtyard side a haki staircase can be used.

Materials

  • The materials used across all buildings for balcony and soffit remediation are all available for viewing at the site office at Mirabelle Gardens. Please get in touch if you would like to arrange to view these.

Access strategy

  • Proposed access to complete the works is anticipated to be scaffold and 360 booms
  • Building entrances and commercial units will have a protective entrance way and all emergency and disabled access routes will be maintained at all times.
  • Disruption will be minimised as much as possible. Materials will be packaged into ‘balcony packs’ held within the storage facility and delivered when required to individual balconies via the scaffold.
  • Residents will be asked to clear their balconies before works commence.
  • Access to balconies will be restricted as required to complete the works in each location. Windows will be able to be opened to allow for ventilation and the team will work to leave balconies safe and usable for evenings and weekends.

Design and quality assurance

  • AH assured residents that quality checks will be carried out at every stage of the install by the Quality Assurance team and photos taken for documentation.
  • Quality checklists are completed on Errigal’s systems in line with ITP and signed off by Quality Assurance, a Registered Building Inspector and the client.
  • All snags will be identified and photographed once rectified to ensure zero defects on the project.

Health & safety

  • Errigal takes all health and safety matters very seriously and shared its various accreditations.
  • The team is proud to have continued to achieve the maximum score on the Considerate Constructors Scheme.
  • Errigal takes all contractor conduct very seriously, regularly undertaking toolbox talks and daily briefings will all site workers.

FAQs

Q: Why are you doing this in the summer?

A: All of our external work requires approval from the Building Safety Regulator (BSR) and funding approval from the Building Safety Fund (BSF) and Greater London Authority (GLA). Unfortunately, these works can only commence as these are received. Given the importance of getting these works completed, for both safety and to support leaseholders wanting to sell their home, it’s important that we’re able to start as soon as possible now we have the first set of approvals.

Q: Will the scaffolding block sunlight to my apartment?

A: The works on the balcony will not reduce the light entering your apartment. However, where an access staircase is located in front of a window to access the balcony, there may be a marginal reduction in light. This light reduction will be minimal as there is no requirement to enclose/cover the stair accessway.

Q: Do I need to clear my balcony before work starts?

A: Yes, please. Once Errigal contacts you with the dates for your balcony, we will need you to clear items from your balcony.

Q: Can I use my balcony during the works?

A: You cannot use your balcony during working hours (Mon–Fri, 8am–6pm)

You will be able to use your balcony on evenings and weekends, unless work is actively happening on your balcony. Errigal will let you know when this is the case.

During the day/working hours, you will be able to open your doors slightly (around 10cm) for ventilation.

Q: When will I get my EWS1 form?

A: Once the balconies and soffits on your whole building have been completed and signed off by our fire consultants, you will receive your EWS1 form – usually within 1-2 days.

Q: Will I have to pay for any of these works?

A: All external works are expected to be covered by government funding (via the Building Safety Fund). Residents will not pay these costs. EVML is using the legal remedies in the BSA and its associated regulations to proactively seek funding from the freeholder and its parent company Get Living PLC. Leaseholders may be required to pay for general repairs that aren’t fire safety related – such as wear and tear. If this happens, we’ll always consult with you first, in accordance with Section 20 of the Landlord and Tenant Act 1985.
